Inserts a string into this instance at the specified character position.

index: The position at which to insert.
value: The string to insert.

A reference to this instance after the insert operation has occurred.

Exception Type	Condition
ArgumentNullException	value is a null reference ( Nothing in Visual Basic ) and index is not zero.
ArgumentOutOfRangeException	index is less than zero or greater than the length of this instance. -or- count is less than one.

ToString is used to get a string representation of value. Existing characters are shifted to make room for the new text. The capacity is adjusted as needed.

If value equals Empty, the StringBuilder is not changed. If value is a null reference ( Nothing in Visual Basic ), the empty string is inserted.
