In the mid-1990s, the provincial government launched a radical administrative reorganization and amalgamation of the province’s cities in order to reduce costs and eliminate redundancies.
When the City of Toronto, a metropolitan federation since 1953, was restructured in 1998, its old internal city and borough structure was collapsed and replaced by what came to be known as the Greater Toronto Area.
Toronto today has the largest metropolitan area in Canada, and serves as the financial center of the country. The city is part of the Golden Horseshoe, a highly urbanized and industrialized region extending around the west end of Lake Ontario.
Toronto has many ethnic neighborhoods, partly the result of Canada’s high rate of immigration. Foreign-born residents constitute about 44 percent of the population, the highest metropolitan percentage on the North American continent.
