A String containing a number.

fromBase

The base of the number in value, which must be 2, 8, 10, or 16.

The 32-bit signed integer equivalent of the number in value.

Exception Type	Condition
ArgumentException	fromBase is not 2, 8, 10, or 16.
OverflowException	value is less than Int32.MinValue or greater than Int32.MaxValue.
